click fraud at Google is on average in single digits quarter on quarter.

So, if the click fraud on the true long tail is near zero, then Mr Ghosemajumder has basically confirmed that for the high-cost, most competitive, 'head terms' it must indeed be likely to be 20% or higher.

It is rare to see anyone from Google (other than the CEO) make such a complete mess of public relations. To me, this reads as basically admitting that certain search terms are almost certain to have click-fraud in excess of 20%, otherwise the average across the entire system should be in percentile points, not single digits.
