Actually, Biz Stone and the terrific Evan Williams,
are also terrific with seeing, sketching, by hand concepts that should be.

Go buy “Back of the napkin” and read it.
Then apply it to design.

By the looks of this sketch it's really still being planned out right now so the final result could be completely different than what we see in this diagram. It seems like they're copying the "Digg Spy" feature but allowing you to filter it on certain categories/keywords. I would love to do that on Twitter!
