The public hasn't fully accepted the Android OS as of yet. They might be making a gamble by releasing that many handsets. The first phone was pretty poorly planned and I think they may have to overcome that with some pretty good deals to get people back using them. Google needs to switch back to the old Google where everything they touch is gold instead of the new Google trying to monopolize everything.
