There is a bill in Congress, HR 3101, that would update outdated telecommunications laws to require accessibility on the Internet. While it is great that there are voluntary efforts being made, there are still many who won't do anything without a legal mandate. One of the provisions of HR 3101 is to extend closed captioning requirements from regular television to the Internet. Caption Action 2 is a facebook cause that is supporting HR 3101, at http://www.causes.com/captionaction2.
